This research used a quantitative approach with a population of 221 employees consisting of 149 State Civil Apparatus (ASN) and 72 contract employees within the Regional Secretariat of Pekalongan Regency. The sampling technique used was purposive sampling with a sample of 149 ASN employees. Data were collected through questionnaires and analyzed using path analysis with the assistance of SPSS version 23. The analytical techniques included validity test, reliability test, coefficient of determination test, F test, t test, and Sobel test for mediation analysis. The results showed that leadership and organizational culture had a positive and significant effect on job satisfaction and employee performance. Job satisfaction was unable to mediate the influence of leadership on employee performance, but was able to mediate the influence of organizational culture on employee performance. Tegalsari Village is a moderate slum area with various adverse impacts. The increasing Population can influence need for land to accommodate settlement activities. Built-up areas and economic activities can increase the vulnerability of an area to fire disaster. Previously in November 2021, there was a fire disaster at Tegalsari and it took about 72 hours per fire incident to extinguish the flames from the two fires. If taken a look at the frequency of fire hazard and the relatively long time to extinguish fires and caused huge losses, the surrounding community needs to be equipped with the ability to adapt to the vulnerability that they experienced. The aims of this study are to examine vulnerability and adaptive capacity of the people in Tegalsari Fishermen’s Village in dealing with the hazard of fire disaster. The study employs a mixed-method approach, incorporating both quantitative and qualitative methods. The results show that Tegalsari Fishermen’s Village has a high vulnerability area of 47%, medium vulnerability of 27%, and low vulnerability of 26%. Meanwhile, the current condition of the adaptive capacity of the people is relatively low due to a lack of knowledge regarding the vulnerability of the area to the hazard of fire that can occur anytime. It is a qualitative study focused on the perspectives of community groups. Data were collected through snowball interviews involving several stakeholder groups, including local communities, managers of PAMSIMAS wells, business actors, and related associations or community organizations. The data were then analyzed using content analysis and stakeholder analysis. The results show that there are four categories of stakeholders involved in groundwater utilization and industrial wastewater management in Pekalongan City. These categories are government, community (local residents, business actors, and associations/community organizations), the private sector, and academia. Based on the analysis, the main actors in groundwater utilization and wastewater management in Pekalongan City are the government, business actors/PAMSIMAS well managers, and associations/community organizations. This study highlights the importance of cross-sectoral collaboration involving the collective efforts of these actors to support sustainable groundwater utilization and wastewater management in Pekalongan City. The ratios examined include financial independence, fiscal decentralization, local revenue (PAD) effectiveness, regional financial efficiency, expenditure harmony, revenue growth, and solvency ratios, including the debt to equity ratio (DER). The research method employed is descriptive quantitative, using a documentation study approach based on secondary data from the Budget Realization Report (LRA) and the regional government balance sheet. The findings indicate that the city demonstrates a high level of PAD effectiveness and maintains financial efficiency, although the allocation remains dominated by operational expenditures over capital expenditures. The financial independence and fiscal decentralization ratios are still relatively low, indicating dependence on central government transfers. Nevertheless, the financial structure shows significant improvement, as reflected in the declining solvency and DER ratios. Although the concept of ecosystem leadership has garnered scholarly attention within organizational management discourse, a critical gap persists in understanding how specific leadership attributes contribute to either systemic sustainability or collapse. This study aims to analyze ecosystem leadership patterns across government and business sectors through an exploratory, cross-case comparative design. Data sources include academic publications, media narratives, policy documents, and public records of four prominent figures: Satya Nadella and Elizabeth Holmes from the business sector; Jacinda Ardern and Jair Bolsonaro from the governmental domain. Thematic and comparative analysis techniques were applied to identify key success and failure factors in ecosystem leadership. The findings reveal that collaboration, transparency, and adaptive governance structures are core determinants of effective ecosystem leadership, whereas narrative centralization and social exclusion are critical drivers of failure. Such rapid population growth can lead to various challenges and constraints in the development process, primarily due to the resulting increase in labor supply. This study investigates the impact of investment, wage levels, education quality, and economic growth on labor absorption in Java. Through quantitative analysis with utilizing the Fixed Effect Model (FEM) approach, the findings reveal that both investment and wages have a statistically significant influence on employment. Increases in investment and wages across Java contribute collectively and substantially to higher employment levels. These findings suggest the importance of harmonizing policy implementation between the central and regional governments in order to boost job creation and support social welfare, ultimately contributing to broader economic stability</em></p> Moch.
